loverlygrey @tmbergeron4512 Hi! The material of both the shell and lining are 100% Rayon! Lying flat the waist is 12 1/2 inches across. The waistband is elastic. The material at the hips lying flat can open and stretch out to be 37 inches across due to it being a flowy skirt!
