Is this true to size? Does it fit like a m/l or l/xl? Is it a loose or tight fit? Would this be tight on someone with a larger bust? Is there any stretch to it?

It fits true to size. It is a size L. I just confirmed that is it between 20.5 and 21" across to be exact and there is a stretch band on the sides. It is visible in the second picture.
