@jeanmay it’s a 28” waist with no stretch. Definitely meant to wear on your waist as opposed to around your hips (at least in my opinion). For me, I’d say it’s a good size 6, but I’m basing that off the fact that size 6’s typically fit my body type. I know sizes can vary from company to company, so I would find a skirt or bottom that fits comfortably along your natural waist line and measure to see if it’s a comparable fit.
