Levi’s 511 brown cords, straight leg

These are really cute just too small for me. They are a slim straight leg. They say 28x30 and the waist measures 32 but they fit lower on the hips. They have a 9” rise. I normally wear a 27 or 28 waist and I couldn’t button these. I’m thinking they would fit a size 2 or 3.
