Plastic wrapper with tags was discarded but was never used. Brand new and with no flaws. In excellent condition. Is (1) plate holder only. Was purchased that way. Has no hardware... luckily there is some on your car already. If you desire new hardware ( screws and washers ) they are available at auto parts stores everywhere. This holder / frame has 4 holes for screws. The holes are circular and start 2 1/4" from each edge. There are also 2 metal tabs that help hold the license plates in the holder / frame 12.25" X 6.25" great for animal / pet lovers
