Light and airy lined embroidered summer maxi dress

Light and airy lined embroidered summer maxi dress. Blue maxi with embroidered flowers by Lian Kun. Sizing on this is a bit confusing. Says 2XL but also has 12 on it. I am a size 16. I can get it on but slightly tighter than I would wear. Mostly the arms and chest area. I would estimate this to be more like a size 14 or 12 but please note the measurements in the photos.
