lovelyxlovely @sushisinger I generally wear this size in dresses from Target and a 22 in dresses not from Target so I would say its probably a true 20 cause it was a tad too small on me which I why I'm selling it, but it does have an elastic type belted waste and is supposed to be more "billowy" and it wasn't on me so I think it would depend on how you wanna wear it. It is 100% polyester on the outside and lining.
