terri_lynn718 @ilovepinkd Hi. !!! Yes give or take 1/4 inch or so. From top of waist. The photo shows the bottom of skirt. The little lace is attached under that area

terri_lynn718 Hi again. I can steam the bottom with the lace and probably will be about 161/4 to 161/2 I would say at most. I work all day but would be happy to send another pic after steaming bottom. It will be around 9 to 930 tonight
