Long sheer dress w/tie belt

This belonged to my sister and I don’t have much info about it beyond what is pictured. It is sheer, probably intended to be worn with a bodysuit or something similar. The belt and most of the dress have a diamond pattern in dark gray as shown; the bottom is all black and slightly less sheer.
