Lucky brand women jeans never worn, never washed

Bought these from Nordstrom rack over ten years ago and I never got around to wearing them as they never fit quite right. Not sure why the tag says 8/29 and the back patch says 27L. They are definitely long length. Measured the inside of the buttoned up waistband as best I could and it came to 31.5” - - measured straight across the top of the waistband is 15.5”
