dahlhousestyle @pinklilac3 I would say yes it is stretchy, like a knit sweater has some stretch/give. There isn’t a normal shoulder seam, so the sleeve would be approximately 17” from where the seam might be, about 22” from the neck. It is 3/4 length sleeves.
