@blssdbyondmsure sorry for the delay! The top of the dress is 16 in across. It has shirring on the back/ has a bit of stretch there. It does have bust darts. I measure the waist to be about 28 in. I will say the dress does not flare out, it falls straight from the waist. I’m usually a size 4-6 about 28 inch waist and it fit me, bit I didn’t care for the way it fell over my hips, I was expecting it to flare a bit. I hope that helps!
