lanicatmew @cguzzo hi! I'll try to explain the best I know how! If a seller lowers the price of an item, that causes it to have discounted shipping for an hour (to entice people to make a purchase). However, the discounted shipping doesn't apply if you make an offer. If you had chosen to "buy now" when the product was a higher amount, you would have received the discounted shipping.
