What are all those marks on the jacket? Are those washable / removable?

I'm honestly not sure, its very faint, there are some spots on the front. I dry cleaned the jacket, and it didn't get them out. but I have not tried washing it. it doesn't look chemical, so my guess is that it should come out with washing/soaking.
