phoenix_rose83 I'm a tad confused! Is it 16" or 12" at the waist band? And what is the material content please?

myhorse @phoenix_rose83 sorry to confuse you on this skirt because the top is meant to roll over the very edge is a little bit wider than the actual stretchy waist line where it’s worn out the waist. Or even on top of the hips, the material is a lightweight T-shirt knit material with lining from the knee to the waist. I hope this helps clear the confusion of the waist size. This is such a comfortable skirt. I actually have it in this tote and a gray heather color.
