How long please? Is the elastic stretched or tight ?

@jedika365 The length is 39 inches
The elastic still has stretch to it, if that's what you're asking. Waist unmatched is 20 inches or 40 doubled. Stretched is 28 inches or 56 doubled.
The skirt and inner lining are 100% polyester. I know you didn't ask but just wanted to state that just in case.
