Milly blue cocktail dress never worn Sz 8

This is a beautiful blue Milly silk cocktail dress I purchased directly from Nordstrom. It is brand new without tags. I purchased it to wear to a function and then ended up not wearing it because it fit me a bit small. It says size 10 but I think it fits more like a size 8. For reference it was tight in my waist and bust. I am a 36 DD and have a 31 inch waist. My hips and legs are smaller so if you if you are smaller on the top than a 10 it maybe work for you
