Milly strapless embroidered neon belted dress

This is a re-posh for me. The original listing was not accurate so it did not fit me the way I thought it would. I am size 4 in every Milly dress I own, and sometimes fit a 2. This dress seems to have been altered at some point to be shortened (hem is whip stitched) and maybe even taken in slightly In the bottom half? The slip does not look original (based off of other dresses I own), however this dress is beautiful and in excellent condition! It says 4 but fits like a 2. Top to hem it is 24.5”
