Sailor dress from Modcloth with a halter neck! The belt is missing! It's a large but fits more like a medium because there's not a ton of boob room. It used to come with a red belt but it never fit me and i got rid of it. I wore it once for Halloween. The straps are a little dingy because it's been sitting in my closet forever.
