Mom jean cord pants

Brand new pink cord mom jeans from Pacsun. They are labeled a 31 but I wear a size 6 and I cannot button them. They would probably best fit a size 2-3 and possibly a four if you have a really small waist/ smaller on the hips. I don’t have a measuring tape. But, I’ve included a workout band as reference that I think is about 11-12 inches long. I think the waist might be a 24-25 inch. Hips may be a 26-27 ( I have 40 inch hips and they go up, but they’re really tight.) I have a 27 inch waist.
