This is a Mondetta Longline Rain Jacket with an adjustable waist in charcoal grey. This waist line can be tightened or loosened with an adjustable elastic band. This is an excellent rain jacket and it is in excellent used condition (EUC). It has a center zipper that runs up the length of the coat and a hood with adjustable drawstring. This is long enough to cover a longer cardigan or tunic sweater, so it goes well with most outfits. The inside is lined with mesh, making this jacket breathable.

Do you know if it is water proof or water resistant?

@m_berrigan hi! I am actually unsure which it is, I remember when I was purchasing a rain jacket I was looking for one that was waterproof, however I don’t remember if that was a particular feature of this jacket. The seam for the zipper is not sealed against water, so I’m going to guess it is only water resistant.
