Is this truly waterproof? And will it fit a lightweight puffer underneath it?

I added 2 photos to the post with the tag to help answer your question. If you are tiny, I would think you could fit a thin puffer under it.
I just tried it on with an Athleta top and a hoodie on underneath and I could zipper it.
I am 110 pounds.
