Moschino Cheap and chic black drape front dress

Moschino cheap and chic Aeffe spa black dress Zip up back and has light padding in shoulders. This dress kind of has me stumped actually. Had silk attached “scarves” draping down from collar that are also attached to “belt” area. Not sure if these are meant to just drape as is or if they are meant to be worn another way. I did include one photo showing them draped behind arms. also has two silk pieces hanging down from belt area. Bust: 17” Waist: 14” Length: 39”
