Hello, I am interested but really confused about the sizing. Is the 18" bust measured when it is zipped closed? I have been looking at All Saints jackets and according to their size chart I am a medium. But this small seems to be my measurements! I am just wanting to be sure since there are no returns on here if it doesn't fit
