(NEW) Bubble Cotton Dress

It's a funky little dress. It's Lycra and low cut cleavage, cap sleeve, empire waist with elastic on the hem to create a bubble Effect. It has an owl design on the side with writing. There are no size tags inside, it came that way. The price tag fell off but dress has never been worn. So I had to mark as not New but it is.
