NWOT Floral Cut-Out Dress

Lovely body-con dress with small cutout on upper chest. Navy with orange and yellow flower pattern. It says size 8, but must be European or Petite because I'm a 4 and this is too small for me. BWH measurements are 28"-26"-30" and 32.5" from shoulder to hem. Never worn, non-smoking house. Feel free to make an offer.
