NWOT Forever 21 Polka Dot Off-The-Shoulder Dress

This is a new-without-tags, black-&-white polka-dot, off-the-shoulder dress from Forever 21. My sister bought this but never ended up wearing it, as it’s a bit too short on her (she’s 5’5, with pretty long legs). As such, the dress is in perfect condition. It has a gauzy, slightly-sheer, polka-dotted material, an elasticized waistband, a ruffle-detail hem, & an elasticized neckline, which can be worn on or off the shoulders. It’s a size small, but again, it was a bit too short on my 5’5 sister.
