NWOT High-low halter dress from Hawaii

Never been worn! I bought this on vacation but it ended up being too small and I couldn’t return it. It’s marked a small but I’d say it’s more of an extra small based on fit. Back is smocked, allowing for some stretch and it has a high-low hem and adjustable halter tie.
