NWOT Smak Parlour Unique Vintage cherry embroidered make me over dress- M/L

Brand new without tags, Smak Parlour Unique Vintage white stripe embroidered cherry halter dress. Only tried on, never worn. It was a little tight for me when I bought it and I thought I could make it work but I’ve decided not to keep it. Tag says size large, but runs small!! Honestly feels mislabeled or this was an older run of their dresses. Measurements are below. I have this dress in another print in the same size but this one feels significantly tighter. The bust ties in the back so it’s a little more forgiving, but the fabric does not stretch. Bust: 36”-37” (I’m normally ~38” and it felt too tight for my liking.)
