NWOT navy blue off shoulder crop top sz M

Navy blue top-- the bottom , arms, and neckline have a thin band of elastic that REALLY stays put which is why it could either be worn off the shoulder or as more of a scoop neck. The top blouses out over the waist. Sz M - see measurements which I made based on the elastic band laying flat. Washed-- tried on-- never made it out of the house :)
