NWOT vintage style lace top

Stretchy, lace top with vintage style details: high neck, ruffled front, scalloped hem. No flaws at all. I bought this new and went by the size on the neck tag (medium) but when I got it home it didn't fit and I noticed the size on the materials tag says small. In my opinion it is more like a small but please go by the measurements, not the size. Bust-16" Length from armpit to hem-14" Sleeve length-24" Shoulder width seam to seam-15"
