@bythebirchtree hi, I am not really sure how to measure a cowl neckline bust so I found specific measurements on the Bebe website. It says a medium bust fits a 36.5-37.5 and the waist fits 27.5-28.5 and hips are 38-39. The reviews are in favor for a true to size. I wear a size M- 8/10 mostly and this dress fits very comfortably. Usually I would wear a large jumpsuit in Bebe because those run smaller but not this dress. It’s a good size
