NWT Black Ballet Tutu Romantic Tulle Skirt

This stunning romantic tutu skirt features a wide elasticized waistband and 3 layers of soft tulle over a satin base skirt. I ordered it, got it out of the package and never wore it because I am so not a small. I have not steamed it to maintain it's newness. This is sized as a M/L but it is more like a Small, in my opinion. Check measurements for the best fit. Measures- Waist 13" unstretched measured flat. There is not much stretchiness to the waist. Waist to hem......22 1/2" Comes from a very clean smoke free home.
