NWT- Black dress with cut out sleeves and back

NWT- this dress is extremely unique. It’s all about Los Angels pride. I bought this from Fred Segal in LA. It’s black with long sleeves that are cut out down the sides. The back also has the same cut out design. The dress itself sports the LA stamp and the back has “LA Culture” written in sequins.
