(NWT) Blue Ruffle Shift Dress w/ Floral Detail

This dress is brand new with tags. Such a lovely spring or summer look, paired with heels or sandals. The floral detail on the front is SO cute, with the cords tied in the front hanging down. Ruffled collar. Hangs just above the knees, and has a built in slip. The pair of heels shown in the picture are a great match with the dress and can also be found in my closet! (Size 6.5, Like new)
