NWT Cold Shoulder Dress

Cute navy and white stripe fun lightweight dress from Heart and Hips California. Zipper at the top. 3/4 length sleeves with shoulder cut out. Great for summer, cruise and vacations at the beach. Fabric content is 95% rayon and 5% spandex. Size is 3X but it seems much smaller than that.
