NWT Gatsby style top of beaded velvet and chiffon

Reposhing this item I purchased from @kitandbay. Loved it, but unfortunately too small for me. I was thinking of trying to alter it since it is very beautiful and well made and with a lovely silk fabric. It runs small, especially at bust and hips and fits like an extra small (if one wants it to be flowy and a little loose). Measurements are taken flat in inches, approximate but as accurate as possible: Pit to Pit: 16.25, waist: 16, hip: 18 nonsmoking home, new with tags, never worn (tag says medium but I listed it as small because of the actual fit) Questions?
