NWT Jessica Howard Black Chiffon Maxi Skirt

Black chiffon formal skirt with 3 layers of chiffon with panels split to approx knee height to allow for movement and flow. Essentially A-line to splits. Back center invisible zipper. I believe it was meant to be worn low on waist as the waistband measures 16” seam to seam. I had been thinking of adding elastic to fit my waist but decided not to leave it an let someone else decide. Would look nice at low waist with crop top. In my closet for a while but never worn. Waist 16” seam to seam, hips 19” seam to seam. Length band to hem at center back 38”
