alz_closet78 @abbylop7676 Hi! and thank you for your interest in this item. The waist measures at the yoga band line is approx. 15-inches. The length of the skirt measure from right below the yoga band is approx. 20-inches. The material of this skirt is stretchy. Has a scuba material feel. I believe it would fit a 28-inch waist but would be slightly fitted. This type of skirt is great to be worn with a flowy top as it is more form fitting.
