NWT MSK navy dress with white flowers and belt.

NWT MSK Navy dress with white flowers. Short sleeve. Almost capped sleeves. Same fabric belt and pleated with buttons on the chest. I would consider it to be a v-neck. Very beautiful and flowy. Great for work or church. The blue and white fabric is sheer with a solid blue shell underneath. The shell is polyester and not sure what the blue and white fabric is. From waist to hem is 23 inches and armpit to armpit is 23 inches. There is a little stretch to it.
