NWT Navy Dress from Modcloth

Brand new navy dress made by Cutie, purchased from Modcloth. White nonfunctional button detail down the front of the bodice. Around that detail is a scalloped/waved piece of fabric on both sides. Small ruffle detail at the hem. The fabric is thick—95% polyester, 5% viscose—that does not provide stretch; the label says 10 but is in UK sizing.
