NWT Navy and white dress with banded neckline (short sleeves)

NWT. Ladies short sleeved navy/white dress. Fabric is 85% polyester 15% spandex and very soft. A Fuller skirt makes this dress easy to move, sit, or stand. Has a beautiful drape due to tailored panels in back above waist. Back zip closure. It has never been worn. It is Asian sized, so it already too snug. It dress fits like a 6-8 even though the tag says medium.
