Hi. Is this dress strapless or off-the-shoulder? And does it run small?

@lk306 hi there this dress does have straps attached that are worn on the shoulder however you could also wear this strapless by tucking the straps in. This fits true to size. I really like how the dress is form fitting yet looser in the stomach area so that it’s universally flattering
