NWT Split Skirt Dress

This is a gorgeous and comfortable dress that can be worn on or off the shoulders. It is stretchy and actually stays how you put the sleeves! It has a split skirt that leaves it breezy and flowy while not opening too high (my 70-something mom is wearing it to model and she said she’d be comfortable wearing it out).
