NWT! Strapless Tunic

New with tags! Rue21 strapless floral tunic, size XL. I’m not sure if it’s meant to be a short dress or tunic top, but it is a longer length if worn as a shirt. There are a couple belt loops but I do not have the belt. Navy blue color with floral pattern, empire waist elastic, and crochet detail trim on the top. Lost weight before I ever got a chance to wear it.
