New Laundry by Shelli Segal Black button-front tie-waist shirt dress with ruche detail on front chest. Silk/cotton. Adjustable (but not removable) belt at waist. Side zipper from under arm to hip. Fully lined skirt with sheer overlay. Cap sleeves with pleated detail. Size is 6 petite, I am 5’4” and it covers my knees. Measurements are: Shoulder to hem: 37” Pit to pit: 17.5” Waist: 15.5” New with tags, never worn.
