NY Collection Peasant Mixed Print Top Mini Dress • Size Small, runs large as top

This NWOT mixed print top is so cute but runs large. I tried to wear it as a top, but it's just too big, and I never returned it. It's marked as size small, but can be worn as a dress if you're size small! It fits more like a large if worn as a top, see measurements and keep in mind that the fabric also has stretch to it! Pretty light blue & green print mix of fabrics. Bell sleeves, lace up front 1/4 with tassel ties, & silver decor on tassels. I am the only owner, item not thrifted.
