kathyeisenbarth @michelle0910 It is 13" across the chest (below breast) when elastic is relaxed. 15" when stretched to max width. (Photographed to show) It has no zipper so it is a slip on dress. The rest of the dress flows out from there. In my opinion, seems like a smaller medium when dealing with the chest area.
