Navy blue and white striped Betsy Johnson maxi dress

Only worn a few times. dress comes with tie around the waist. both belt loops are missing - see picture - but can be worn with or without it. I have worn the dress twice with the tie- no belt loop. other than that, perfect condition. zips up the back. fits true to size.
