Has been dry cleaned.
Internal shoulder pads. Inner left pocket usable, external pockets w/ flaps are sewn shut from the manufacturer, but could be opened and used if you have a seam ripper or scissors and a steady hand!

It looks to be about 27” across the very bottom (laying flat and buttoned) If it’s helpful, I typically wear a women’s sz 18 jacket and this fits me but is a bit big around the waist/ hips for me. I also added a pic with the bottom measurement showing. Hope this helps. Fee free to send offer!
